Property investmentin Mandalika

Mandalika is a tourism special economic zone in the south of Lombok, at Kuta, in the kecamatan of Pujut. The international circuit and the zone’s facilities make it a structured hub. Investing here begins with knowing whether the property lies inside this perimeter.

Discover Mandalika

The Mandalika special economic zone was established by Government Regulation No. 52 of 2014. The official portal of the special economic zones places it at Kuta, Pujut, in the kabupaten of Lombok Tengah, facing the Indian Ocean. Its development is entrusted to PT Pengembangan Pariwisata Indonesia, presented today as InJourney Tourism Development Corporation, or ITDC.

The territory is not the whole of the south of Lombok. It is a defined perimeter, inside which the operator describes zones, roads and facilities. The Pertamina Mandalika International Circuit is the most visible piece. ITDC states that it hosts international motorcycle competitions, including MotoGP, WSBK and ARRC. These events create peaks. They do not describe an ordinary week.

The beaches of the area, beginning with Kuta’s, remain the reason travellers come outside the races. The zone therefore combines a beach tourism and a sports tourism. The name Mandalika also refers to a local narrative, and the Bau Nyale ceremony, recalled by the zone’s portal, belongs to the culture of Lombok Tengah. It is a cultural ceremony, and it is not a property facility.

Outside the boundary, one is in Kuta Lombok, in Tanjung Aan, in Gerupuk, or further away in Selong Belanak. The landscape can seem continuous. The land regime, and the party responsible for development, are not.

Why visit Mandalika?

Two publics cross. Spectators and teams come for the sporting events, on short dates. The rest of the time, the coastline receives international travellers, surfers and couples, for the beaches of the south. A business clientele linked to the zone can add to that. Long work stays are not the pattern of this coast.

  1. 01

    The international circuit

The circuit is built and in operation. It gives Mandalika a visibility the south of Lombok did not previously have. For an accommodation, a race weekend is a peak of activity, with constraints on access, and it is not permanent occupancy.

  2. 02

    The perimeter of the zone

The zone has a boundary, an operator and investment rules of its own. The official portal also publishes investment and employment targets. These are targets, not results that have been observed, and still less the performance of any individual property.

  3. 03

    Beaches and the stay

Between events, the stay remains a beach stay. Travellers come for the south coast, the restaurants and the accommodations. A property in the zone shares in that everyday pattern only if it has been delivered, is accessible and is managed. The circuit does not provide that.

  4. 04

What the operator says it has undertaken

In its communications, ITDC has described zone roads, networks and the circuit as works undertaken since the mid-2010s. That description is the operator’s. It is not an inventory of every plot, nor a timetable for the private developments sold round about.

Why invest in Mandalika?

Mandalika is of interest for a property investment for a precise reason: an organised tourism zone, with a public operator, an existing circuit and an ambition for hotels. That is a different proposition from buying a villa on a hill in the south because the name is in circulation. The first question is the status of the land. Inside the zone, the rights, the terms and the incentives follow a particular regime, which the operator presents notably through long-term land rights. Outside the zone, those statements do not apply.

Rental demand splits in two. Sporting events fill accommodations for a few days, often captured by the best-placed hotels. Beach tourism feeds a longer calendar, shared with Kuta Lombok. An individual villa is one product among others: the hotel offer is part of the zone’s project and is direct competition. The market is structured in its intention, and uneven in what is actually open, lettable and transferable.

The constraints are regulatory as well as commercial. It is necessary to read what is already secured, what is under construction and what is only announced. A target published on the zone’s portal is not an observed level of visitors. A private development presented as being in Mandalika may lie outside the perimeter. The concentration of access during the races, and the risk of holding a location that lacks the attributes of the zone, belong in the same reading. Mandalika can be coherent for certain projects. It is not, as a principle, superior to the rest of the south.

What next for Mandalika?

Part of Mandalika is already built. The circuit is operating and has hosted international competitions. The operator also describes networks and roads within the zone. That base exists. It should be kept apart from the full set of objectives stated when the zone was created, and from every hotel or residence that is still off-plan.

The official portal publishes investment and employment targets. ITDC communicates on incentives and on a master plan. Until a facility is open, it remains an announcement or a construction site, and it is not yet something a guest can use. That distinction keeps a decision from resting on a future that has not been delivered.

The risk includes the delay of a development, and also a partial success: an events hub that fills the hotels for a few days a year, while the residential offer has to find tenants for the rest of the time. The land constraints of the zone make verification more exacting. The circuit itself is not an announcement: it is in service. That is precisely why it should not be asked to carry the future of every residential lot. An international event fills rooms. It does not validate a sales plan.

Your property project in Mandalika

A project in Mandalika begins with the perimeter. BEL-AIR clarifies your objectives, then distinguishes what lies inside the zone, what borders it and what is still only announced. We study the location and the characteristics of the property before supporting the acquisition steps. The particular land and tax regimes have to be validated by specialist advice. That validation comes before any decision on a property located in the zone.
